• Cosmetic products may not contain any pathogens.
  This is another common sense regulation that shouldn't really effect you.
  

These are the only regulation that the FDA has on making your own cosmetics form home.
As you can plainly see, there really aren't any rules that would get in the way of your starting and growing your makeup business.
Making homemade makeup with the intent to sell your products to retailer is a very profitable business, once you have broken the ice, so to speak, and made a niche for yourself in the market, you will find that there is a lot of money to be made.
It may be a bit harder for your to penetrate larger retail chains but many smaller companies are in desperate need of private label, high quality cosmetics to sell.
You can use free cosmetics or cosmetic samples to allow these retailers to peak the interest of their customers.
Once you get your foot in the door, the money literally start rolling in.
