They are referred to as reverse cellular phone directories, similar to the white pages only difference being they have a database with all cellular phone numbers which are not listed on your regular white pages.
Why would someone resort to tracing a mobile phone number? The reasons are numerous.

Cautionary notice to those trying to use these databases - Very Important! Since these have become quite popular there are many companies offering this service nowadays.
However not all are up to standard, they don't update their databases regularly, have only a few numbers and thus may give out inaccurate information.
