When starting out on a tight budget, you will likely want the month to month as it will be a smaller upfront cash outlay for you.

Content management and design You don't need to put capital into site design and development when just starting out, either.
Simply use the free software from WordPress.
org to install a blog on your new domain.
There are thousands of free themes available on the web so that you can get a good looking site without having to pay a graphic designer.
With WordPress, you can set up static pages, dynamic blogs or a combination of the two.
There is also a huge number of plug-ins available to expand the possibilities of your software and get your site to do just about anything you want.
