As early as on June 26, 1946, Jawaharlal Nehru, who was later elected to be India's first Prime Minister said:
"As long as the world is constituted as it is, every country will have to devise and use the latest devices for its protection. I have no doubt India will develop her scientific researches and I hope Indian scientists will use the atomic force for constructive purposes. But if India is threatened, she will inevitably try to defend herself by all means at her disposal."
India tested it's first nuclear weapon in on May 18, 1974. Shortly after losing East Pakistan in 1971 war with India, then Prime Minister, Zulfiqar Ali Bhutto, insisted on development of nuclear weapons, within Pakistan, during a conference of Physicists and engineers at Multan in January 1972. After that, under the leadership of chairman Bhutto, Pakistan made rapid progress in nuclear technology. Pakistan still assured that it will not test it's nuclear devices unless India performs more tests. Despite Pakistan's warnings India performed five more tests on May 11 and 13, 1998. Pakistan responded with six tests on may 28 and 30 1998. A seventh device remained buried under ground, untested, for future testing. The nuclear weapons have successfully deterred the war between two countries, so far. Despite the serious risks posed by rapidly growing nuclear power of both countries, the nuclear technology and weapons remain very popular on both sides of the border, particularly in Pakistan. Most Pakistanis view nuclear technology as a safety barrier against the much larger India. That is why nuclear weapons are the dearest and most loved national assets in Pakistan. Any threat to the safety, security and possession of these weapons is viewed as a direct and serious attack on Pakistan's integrity and survival. As a matter of fact, most Pakistanis hate, from their guts, the continuous opposition and concerns about the safety and security of Pakistan's nuclear weapons and facilities, by western media and politicians and is widely taken as a sure sign of animosity and lake of sincerity towards Pakistan. You can easily find Pakistanis expressing opinions like, "How the hell they are against our nuclear weapons, while, their country is the only one in the world that has ever used nuclear bombs, twice?", "How can the country with largest pile of nuclear weapons stop us from making nuclear weapons?", "They want to stop us from making nuclear weapons so that they can keep controlling us", "they are just jealous of our growing power.", "They are scared of our nuclear power", and etc., etc.
Another opinion that is growing rapidly, in Pakistan, is that the Americans are trying very hard to destroy or take over Pakistan's nuclear weapons and technology. In my view, this is a very dangerous trend. Politicians like Imran Khan and Pervez Musharraf are already trying to bank on these fears. If this trend continues, I am afraid that far right parties will soon pick it up and they are in a much better position to take advantage of any anti-American stance. They will be trusted lot more as anti-Americans then Imran Khan or Pervez Musharraf. In the midst of rising fears about the safety, security and possession of their dearest assets, the political landscape can quickly change, overwhelmingly, in the favor of any right wing party, pursuing an aggressive policy on this issue. If that happens, it will be a real disaster. A disaster that world has not seen yet. A far right party winning an election, on the promise that it will safeguard Pakistan's nuclear program and policies, at any cost, can cause a serious damage to world peace. I hope and wish that never happens, but, the way western media and politicians are making Pakistani people threatened, makes it a foreseeable possibility.
In my view, we must immediately assure Pakistani people, in every possible way that although we are against nuclear proliferation and are concerned about the possibility of Pakistani nuclear weapons going into the hands of terrorists, we have absolutely no intention of harming Pakistan's nuclear assets or taking over their control. They are Pakistan's exclusive property and we totally respect that.
It is a common feeling in Pakistan and other Muslim countries that after 9/11, the discrimination against Muslims, in the Western world and United States, is growing rapidly. They believe that western world consider all Muslims as terrorists and Islam as the religion of hate. This is generating a retaliation and paranoia against western world. People think that westerners do not trust them for anything and, hence, are trying to take charge of all important and critical affairs and matters in Muslim world. This lake of mutual trust is extremely dangerous. No effective relationship can be built and made stronger without the element of mutual trust. I know, it is very hard to build trust under current circumstances. But, do we have any other choice? Muslims are 1/5 to 1/4 of world population. Every fourth or fifth individual breathing on this planet is a Muslim. I don't think that it is logically possible to have any existence of life on this planet, if every fourth or fifth person on this planet was a terrorist? This is simply impossible, and irrational and discriminatory thinking. Majority of Muslims, like any other culture or religion on this Earth, are peace loving people who just want to live their lives and raise their families. The second largest Muslim nation, Pakistan, owns nuclear weapons. Can we afford to threaten them so much that right wing extremist take advantage of the situation and gain political power in Pakistan? Of course, not. I can't even imagine that disaster, ever happening. Remember, as per the history of Pakistan and current circumstances over there, with only progressive or moderate parties winning elections, if nuclear weapons ever fall into the hands of right wing extremists, then it will be merely due to our ridiculous foreign policy. We must properly understand the sentiments of Pakistani people regarding their nuclear assets and must immediately start respecting those.
