Click the "Start" button.

Type "cmd" without the quotation marks in the "Search programs and files" box. Press "Enter" to load the command line.

Type the following command at the prompt:

start http://google.com

Replace "http://google.com" with the URL you want to open. Press "Enter" to load the URL. Your default Web browser will open with that website.
